Validation rules for the erc20Approve operation.

All sync-only: address format checks + amount >= 0. Unlike tokenAmountRules (shared by deposit/withdraw/etc., which require amount > 0), zero is a valid, deliberate approve amount here — it is the revoke case (see buildERC20RevokeTransaction), not a validation error. Missing, non-bigint, and negative amounts retain distinct error codes.
