function validateTag(raw): Result<string, ValidationError[]>;

Validates that a LOC tag does not exceed the 512-byte on-chain limit.

Pure tier-1 validator — no deps, no config, no promises. The tag must be hex-encoded when passed (0x-prefixed or bare hex).

Returns Result.ok with the tag string on success. Returns Result.err if the tag exceeds 512 bytes. A transaction builder may additionally reject a value over 32 bytes when its selected profile still describes V2.
