getMinLOCDate()

function getMinLOCDate(_ctx): Promise<Date>;

Gets the minimum LOC date that is valid from right now.

This pads the current time by 2 hours so any LOC that is created is not immediately invalid. The result may be further in the future than the smart contract’s minimum, but it will always be in the future.
